District 1:
Finish Ardell, 35

Past Training Score: 9
It's my very professional opinion that Ex-Head-Gamemaker Chiron Rometo dropped the ball on this one. Finish was the first victor post-Rebellion, and seemingly little more than a reminder that the Capitol is very much willing to play favorites. Which is true, we are, it's a whole thing. But he was fairly unremarkable beyond being a stellar example of a useless mentor.
Sequin Singson, 31
Victor of the 80th Hunger Games
Past Training Score: 10
Kind of a firecracker, but very competent. I'd guess she's the main reason One's had such good fortune thus far, but at the same time, out of nine years, she's brought home one victor; Corsage. Her own victory was far more of a testament to her skills. We'll see how her record looks once the 89th Games are done. A lot seems to be riding on Manari's shoulders as well as hers.

Would he skin me alive if he could? Probably! Has he been fitted with a behavioral modification chip which makes this nearly impossible? Yes! Would I want to hang out with him? Certainly not! Glad to clear that up. Notably, while the chip deters violence, he's left with a self-defense loophole because, well, victors aren't allowed to die. So that's comforting.
District 2:
Claudia Navarro, 33
Victor of the 78th Hunger Games
Past Training Score: 11
One to look out for if I ever saw one. Why won't you talk to me? Why won't you let Aaron talk to me? I promise I won't bite. Literally I couldn't if I wanted to, this woman is terrifyingly strong and spends 90% of her time teaching kids how to do fancy murders. It's increasingly clear that she's also very well-connected, though it's difficult to tell just how well, to separate fact from myth.
Aaron Stenberg, 25
Victor of the 86th Hunger Games
Past Training Score: 9
Rewatching his Games, he seems like a decent, sociable kid, which makes it surprising that he hasn't gotten more involved in the Capitol's social scene. Then again, he's got a cute family and plenty of friends back in the district. A lot to lose if he makes a misstep.

Stop deleting your contact information! Not cute! She was reaped out of prison, which answers the question of whether that can happen. Probably the person with the most to gain if I can figure out a way to implicate Mayor Rhodes in the multi-car pile-up of a shitstorm I'm trying to set off, here. Talk to me!

Jeez, the old Head Gamemaker had a type, didn't he? Very active on the social scene, along with Finish. Doesn't seem to be doing much but coasting on his name and neglecting any dormant sense of obligation to Four's tributes, which is sad. I liked Renata.
District 5:
Niagara Banerjee, Deceased
Victor of the 82nd Hunger Games
Past Training Score: 6
Two years dead, declared accidental. Drunken fall off a balcony, though... suicide? Purportedly good friends with Saxaul prior to her death, but somehow the only topic that gets him to shut up.
District 6:
An Akimoto, 27
Victor of the 83rd Hunger Games

An is a tricky one. These people are so horrifyingly young. How messed up is this whole thing? Jeez. No wonder they're offing themselves. Clever, closed-off and difficult to get in contact with. Presumably occupied with her living tribute. I doubt she's privy to much more information than I can get from other sources.
District 7:
Saxaul Eslami, 26

Timothy Graham, 26

Past Training Score: 7
Poor guy's got his work cut out for him with Samil, doesn't seem the most involved with the social scene, either. Rumors of alcoholism, per medical records, have not been exaggerated. This year's fiasco can't be improving his health, can it?
District 11:
Cereus Gardner, 32

For someone with no living tributes, surprisingly difficult to get ahold of during the Games. The life of a victor is, alas, more complicated than I assumed. Apparently quite a player when it comes to keeping order in the outer-districts, though I'd take that with a grain of salt when it comes to Saxaul.

Talented, capable, dizzyingly young - status as the current 'it girl' in the Capitol makes it near impossible to break into her schedule. By all accounts pleasant and competent. But so young. Cereus is the point of contact, here.
